GR3 is a complete reconstruction of northbound I-95 between the Vine Street Expressway and Allegheny Ave. Featuring 49 spans, the mainline viaduct measures approximately a mile and half. The reconstruction adds an additional travel lane, bringing the total to 4 lanes of through traffic plus an auxillary lane for on and off ramps.
In addition to the reconstruction of the mainline viaduct, various surface streets improvements are being implemented. These improvements include the relocation and replacement of subsurface utilities, realignment of critical surface street intersections, and installation of stormwater management basins, among others.
