ECMS 79827 GR4 is a PennDOT project started in 2018, featuring the reconstruction of the southbound I-95 viaduct between the Vine Street Expressway to the south and Allegheny Avenue to the north. The project consists of the complete reconstruction of the 1.5 mile viaduct as well as the realignment and construction of the Girard Avenue interchange. In addition to the structure work, various surface street improvements are underway. Included among these improvements are new utility installation, over 30 rain gardens, an architectural hardscaping surface under the bridge, as well as new parking lots accessible from the surface streets.
All told, GR4 is a rebuilding of mainline I-95 with comprehensive pedestrial and surface street traffic improvements. The project is slated to be completed in 2022.
